What is the English Learners Advisory Committee ELAC?


California Ed Code requires each California public school site with 21 or more English Learners to form an English Learner Advisory Committee (ELAC). 

What does ELAC do?


The committee’s role is to advise the school on programs and services for English Learners, otherwise known as “multilingual” students. The ELAC committee has specific legal requirements that must be completed annually.  ELAC provides a meeting place where information is shared regarding programs, new initiatives, and other current issues of importance to the education of multilingual students. Family input is also gathered at ELAC meetings and is then shared back at each school site. The ELAC is responsible for the following tasks:

    • Assisting in the development of the schoolwide needs assessment.
    • Advising the principal and staff in the development of a Master Plan for English Learners and submitting the plan to the School Site Council for consideration in relation to the LCAP. This work includes reviewing and improving the following areas:
      • Placement 
      • Monitoring 
      • Reclassification
      • Long Term English Learners (LTELs)
      • Reclassified Fluent English Proficient (RFEPs)
      • EL Curriculum
    • Ways to make parents aware of the importance of regular school attendance.

Who should attend (E)LAC meetings and why?


  • Monthly ELAC meetings are open to the public and we encourage all Parents/Guardians of Multilingual English Learners to attend.
  • We share and discuss important information not limited to, but including: ELPAC testing, designated and integrated English language instruction, Title III funding, our English Learner Master Plan, and the importance of school attendance. 
  • At each meeting, we gather input from the Parents/Guardians of Multilingual English Learners here at AEA, which we use to inform schoolwide decisions in support of our students who are Multilingual English Learners.
  • Our meetings are an opportunity for our families to understand more about how we are supporting our students who are not yet English proficient.
  • Our meetings provide an excellent opportunity to  build connections with other families and with members of our staff.

2025 – 2026 English Learner Advisory (ELAC) Committee Voting Ballot is open September 2nd – September 16th


We are seeking your vote as the parent/guardian of an English Language Learner in selecting a new committee member for Albert Einstein Academy Charter’s ELAC Committee.
Only parents/guardians of Multilingual English Learners (MLLs) are able to vote on these positions.

These parents/guardians will be tasked with facilitating our ELAC meetings, with staff support. The purpose of these meetings is to improve our supports for Multilingual English Learners on both campuses.


Please vote for one parent/guardian to represent Albert Einstein Academies.

At my child’s previous school I attended courses and in one of them, “Parent Institute for Quality Education” (PIQUE) I learned about the importance of being involved as a parent in these programs and in ELAC meetings, so that our children and the school can better benefit from all the help that is available. As a mother of two children learning English, I would like to be a part of it and collaborate in helping with whatever is necessary.

I would love to serve on the AEA ELAC committee because I believe in supporting our school’s language program and building a strong community for all families. As a bilingual parent I can help bridge communication and provide support to others while also staying involved in my child’s educational journey. I see this as an opportunity to contribute, learn, and help ensure all the families feel included and supported.
Voting is open September 2nd – September 16th. The ballot will close at 3pm on September 16th. Elected members will be notified by September 18th.
