Important Message from Superintendent Sciarretta: German at San Diego High School

Dear AEA Families:
Seven years ago AEA reached an agreement with San Diego Unified School District (SDUSD) and the then administration of San Diego High School of International Studies to provide a German teacher at the high school level. The cost of this position would be covered by a combination of funds from the German government as well as from the AEA operating budget. The purpose of this arrangement was to insure the continuation of German language after students graduated from AEACMS, since an enrollment guarantee was already in place for our students who wished to attend SDHSIS. Support for this German teacher position has continued ever since, at considerable cost to AEA and the government of Germany. This agreement has long reflected our commitment to the German language, and represents the only example of a charter school organization underwriting a high school position in the entire district.
In May of this year I was informed by SDUSD that due to district regulations we would need to revisit the agreement and develop a new Memorandum of Understanding (MOU) between AEA and the district. At every step of the way our team has supported this process and worked in collaboration with district departments. Unfortunately for current SDHSIS students, the 2019-2020 school year began without an MOU in place and therefore the current teacher Mr. Seeler was not permitted to teach students. Fortunately, as of late Friday, October 11, all parties to the agreement have signed off and the only remaining step is approval by the district Board of Trustees at their next meeting on October 15.
Since understandably there have been ongoing questions and speculation from AEA families about this entire situation, I wish to clarify several points:
1. AEA leadership has executed each step of this process in a timely and complete manner. The delay was never due to any action or inaction on our part, but rather to district processes that involved the extra layer of complexity of the U.S. State Department and visa requirements. When we were presented with a draft MOU this past week we reviewed and signed the document swiftly.
2. I have resisted writing a public message until this point simply because I did not have all the necessary information and also because this was a school district matter to be resolved by the school district. Since Mr. Seeler is a teacher at SDHSIS it is the responsibility of SDHSIS administration to convey any messaging with respect to the status of his classes, placement, etc.
3. To my knowledge the SDHSIS administration had no control over this process either, and are as eager as our parents and students are to resume German classes with Mr. Seeler.
4. In fairness to Mr. Seeler, it should be stated publicly that this delay has nothing to do with his credential or performance as a German teacher.
I will be attending the SDUSD Board meeting on Tuesday, October 15 to be available to speak on the topic if called upon. As has been the case at each step of the process, I remain committed to a mutually beneficial resolution, and one that most importantly benefits students. I wish to thank the various SDUSD departments for their work on this unconventional project. My hope is that the district Board will ratify the agreement, thus allowing Mr. Seeler to return promptly to the classroom where he belongs. While I do not directly supervise Mr. Seeler, I am confident that the SDHSIS administration have the same goals and will facilitate his return.

Estimados Padres/tutores de Familia de AEA:
Hace siete años, AEA llegó a un acuerdo con el Distrito Escolar Unificado de San Diego (SDUSD) y la Preparatoria de Estudios Internacionales de San Diego (SDHSIS por sus siglas en inglés) para asignar un maestro de alemán en la preparatoria. El costo de este puesto ha estado cubierto por una combinación de fondos del gobierno alemán y del presupuesto operativo de AEA. El propósito de este acuerdo era asegurar la continuación del idioma alemán para los estudiantes que se hayan graduado de AEACMS ya que tenemos espacio garantizado para nuestros estudiantes que desean asistir a SDHSIS. Hemos apoyado el puesto del maestro de alemán desde ese entonces a un costo bastante considerable para AEA y el gobierno de Alemania. Este acuerdo ha reflejado durante mucho tiempo nuestro compromiso con el idioma alemán y representa el ejemplo único de una organización de una escuela charter que suscribe un puesto en una preparatoria en todo el distrito.
En mayo de este año, el SDUSD me informó que debido a las regulaciones del distrito tendríamos que revisar el acuerdo y desarrollar un nuevo Memorando de Entendimiento (MOU) entre AEA y el distrito escolar. En cada paso del camino, nuestro equipo ha apoyado este proceso y ha trabajado en colaboración con el distrito. Desafortunadamente para los estudiantes que están inscritos actualmente en clase de alemán en SDHSIS, el año escolar 2019-2020 comenzó sin un MOU establecido y por lo tanto el maestro actual, el Sr. Seeler, no tenía permitido enseñar a los estudiantes. Afortunadamente, el viernes 11 de octubre, todas las partes del acuerdo han firmado y lo único que falta es que lo apruebe la Junta de la Mesa Directiva del distrito en su próxima reunión que se llevará a cabo el 15 de octubre.
Entendemos que ha habido muchas preguntas y especulaciones de parte de las familias de AEA sobre esta situación y deseo aclarar varios puntos:
1. La directiva de AEA ha ejecutado cada paso de este proceso de manera oportuna y completa. El retraso nunca se debió a ninguna acción u omisión de nuestra parte, sino a procesos del distrito que añadieron una capa adicional de complejidad del Departamento de Estado de los EE. UU. y los requisitos de la visa. Cuando se nos presentó un borrador de MOU la semana pasada, revisamos y firmamos el documento rápidamente.
2. Hasta ahora me había resistido a escribir un mensaje público simplemente porque no tenía toda la información necesaria y también porque este es un asunto del distrito escolar que debía resolver el mismo distrito escolar. Como el Sr. Seeler es maestro en SDHSIS, es responsabilidad de la administración de SDHSIS transmitir cualquier mensaje con respecto al estado de sus clases, situación, etc.
3. Que yo sepa, la administración del SDHSIS tampoco tuvo control sobre este proceso, y están tan ansiosos como los padres y estudiantes de reanudar las clases de alemán con el Sr. Seeler.
4. Para ser justos con el Sr. Seeler, debe declararse públicamente que este retraso no tiene nada que ver con su credencial o desempeño como profesor de alemán.
Asistiré a la reunión de la Junta del SDUSD el martes 15 de octubre para hablar sobre el tema si me lo piden. Me siento comprometido con cada paso del proceso para encontrar una solución que nos beneficie mutuamente y lo más importante que sea una que beneficie a los estudiantes. Deseo agradecer a los diversos departamentos del SDUSD por su trabajo en este proyecto no convencional. Espero que la Junta del distrito ratifique el acuerd, permitiendo así que el Sr. Seeler regrese rápidamente al salón de clases al que pertenece. Si bien no soy el supervisor directo del Sr. Seeler, estoy seguro de que la administración del SDHSIS tiene los mismos objetivos y facilitará su regreso.
